Here I will teach you about 3dsmax 3d model turbo wheel studio tutorial.
I have used following techniques in this 3ds max tutorial.
Editable Spline Modeling and Noise map effect techniques.

[1]-Now click on the Shape > Spline > circle and use the following setting

[2]-click on the Shape > Spline > line create a line in the front view

[3]-Select the line press holds (Shift key) drag it and release you will see clone window is open
Use the following setting and now your lines should be like this

[4]-Select the Shape Right selects Editable Spline and selects the Spline mode in the Editable Spline
Now select the circle and click on the (Attach multiple) button then use the following setting

[5]-select the circle click on the Boolean and click on the three shape of line now your object should be like this

[6]-Then apply the Extrude modifier and use the following setting

[7]-Now click on the Shape > Spline > circle and use the following setting then open the Rendering parameter
And again use the following setting applying Turbo Smooth modifier

[8]-Now you image should be like this in the front view

[9]-Now click on the Shape > Spline > circle and use the following setting then open the Rendering parameter
And again use the following setting applying Turbo Smooth modifier

[10]-Set the circle like this image as shown below

[11]-First of all select the Inner circle and Geometry > Compound Object > Boolean > Pick Operand B
Then clicks on the middle circle

[12]-Now your shape should be like this

[13]-Now press (M) and you will see the material window is open then click on the diffuse map button select the Noise map
Open Noise parameter use the following setting then open the maps parameter copy the noise maps and paste into the Bump
Option set the Bump Parameter at 150 then assign to the object

[14]-After assign the material press (F9) you will see the final image is save the file in your folder
