[1]Create a plane in the top view port.

[2]Create a cylinder in the top view port and copy it 3 times.

[3]Then,assign all the cylinders like this in the top view port as shown below.

[4]Then go to the geometry,create a tube in the top view port, copy it 3 times and place them like this.

[5]Now,create a cylinder in the top view port of propotionate size to the cylinders and place it like this.

[6]Select the plane,press M adjust the parameters as shown below.

[7]Then select all the cylinders,press M,hit on the STANDARD button,pick ARCHITECTURE,in the TEMPLATE panel
select plastic and the diffuse color is dark grey,and apply it on the cylinders.

[8]Select second cylinder,again press M,hit on the STANDARD button,pick ARCHITECTURE,in the TEMPLATE panel
select plastic and the diffuse color is dark grey,also apply a good wood map on it then apply it.
