[6] Create a shape with Rounded Rectangle Tool.
[7] Create a new shape with Rounded Rectangle Tool the color is white.
[8] For this white shape layer, Add the following layer styles.
[9] This is my result.
[10] Take the Rectangular Marquee Tool create a shape, and fill that layer with Black.
[11] Duplicate this shapes as many times you want and place it like me.
[12] Select the Elliptical Marquee Tool create a shape, and fill that layer with #208bad.
[13] Select the Brush Tool use these settings.
[14] Make a new layer and play with your brush Tool.
[15] Select the Gradient Tool use the settings.
[16] Take the Elliptical Marquee Tool create a shape and fill the selection with Gradient Tool.
[17] Duplicate these shapes as many times you want and place it like me.
[18] Take the Ellipse Tool create a few shape like me.
[19] For all shapes add the following layer sytles.
